Vélez, CPA, CGFM, CFE, MBA, a U.S. military veteran with over 15 years of federal experience in audit, oversight, financial management, and program leadership. As CEO and Managing Member, Victor leads Binara’s operations and executes its strategy.
Binara is structured as a Service-Disabled Veteran-Owned Small Business headquartered in Virginia, and provides government clients with the clarity, efficiency, and expertise needed to navigate complex oversight and compliance challenges.

Vik Singh, CPA, is Partner & CFO of Binara Strategic Resources, bringing over 20 years of experience in accounting, financial planning, and execution. Vik previously led the Finance and Accounting department for a government contractor that annually managed over $50M in taxpayer funds in support of the Department of Defense.
Vik is a dedicated, collaborative, and pragmatic corporate finance executive with extensive experience leading multiple functions, developing key financial strategies, building structure, and delivering exceptional growth across federal government contractors and private-sector organizations.
Vik joined Binara to provide real-world insight and strategic support to federal agencies and partners serving taxpayer-funded missions.
